BIM execution plans in France, the Netherlands and Sweden: national requirements compared (2026)

RE2020 applies to new French homes from January 2022, the Dutch MPG requirement widens on 1 July 2026, and Sweden has required climate declarations since 2022. How France, the Netherlands, Sweden, Norway and Denmark layer national requirements on a BEP.

A BIM execution plan (BEP) built to ISO 19650-2 sets the information management process. It does not fix a country’s classification system or environmental calculation. France, the Netherlands, and Sweden each add national requirements on top, so one ISO template does not cover all three markets. This guide compares them; confirm each national rule against the current official source before relying on it.

What a national BEP template must include

ISO 19650-2 sets the information management process and leaves national content to national guidance and the project’s EIR. The table summarises the main national layers for five markets.

EPBD (EU) 2024/1275 requires a life-cycle global warming potential calculation and its disclosure for new buildings over 1,000 m² from 1 January 2028, and for all new buildings from 1 January 2030 (source: CIF summary of the EPBD, cif.ie, 12 February 2026). It does not mandate a BEP content. A BEP delivering to an EU client should still set how the information for that calculation is produced, if the EIR asks for it. Teams working across several countries typically keep a master BEP with a national annex for each market.

What does France require?

French practice commonly calls the BEP the “convention BIM”, written in response to the client’s cahier des charges BIM. Use the template the client names.

RE2020 (Réglementation Environnementale 2020) has applied to new homes since 1 January 2022. Its indicators include Bbio (bioclimatic need), Cep (primary energy), DH (summer comfort) and Ic construction (carbon impact of construction). INIES is the French database of environmental and health declarations used for the construction-carbon calculation. A BEP can set how the quantities and product data for those calculations are produced in the model; the BEP does not itself define RE2020.

What does the Netherlands require?

The Dutch information delivery specification is called ILS (Informatie Leverings Specificatie). BIM Loket is the Dutch BIM information desk; the buildingSMART chapter for the Netherlands is buildingSMART Benelux. Read the current ILS before specifying it.

The MPG (MilieuPrestatie Gebouwen) is the Dutch environmental performance calculation for buildings, based on the NMD (Nationale Milieudatabase). A calculation at permit application applied to new homes and offices from 100 m² gross floor area from 1 January 2013, and a limit value from 1 January 2018 (RVO). From 1 July 2026 the rules changed (RVO): the requirement for offices is stricter, small homes and non-compact offices get a softer requirement, schools, shops, care buildings and industrial halls have an MPG requirement for the first time, and the calculation method uses 19 environmental categories instead of 11. RVO’s page gives no size thresholds or limit values; take them from the Bbl and the Informatiepunt Leefomgeving (IPLO) for the permit date. NL/SfB is the classification commonly used in the Netherlands.

What does Sweden require?

Sweden’s climate declaration (klimatdeklaration) for new buildings has applied since 1 January 2022 under the lag (2021:787) om klimatdeklaration för byggnader, for permit applications from that date. The declaration covers the building’s greenhouse gas emissions for the construction stage. Boverket has proposed limit values for building climate impact (report 2023:20); we have found no confirmation that any limit value is in force, so check Boverket for the rules at the permit date.

CoClass is the Swedish classification system and is the successor to BSAB. Svensk Byggtjänst publishes CoClass. We have not verified whether CoClass is mandatory in public procurement; follow the client’s EIR.

Norway’s Statsbygg sets BIM requirements on its own projects and uses NS 3451 for building-element classification. Denmark uses the CCS classification maintained by Molio. This guide does not cover Danish or Norwegian climate calculations.

What are the common mistakes on multi-country BEP projects?

Four mistakes recur.

  1. Using a single ISO 19650-2 template for all countries. The ISO process does not carry the national calculation inputs. Add national annexes for each market.

  2. Referencing the wrong threshold. The Dutch MPG requirement changed on 1 July 2026, and Swedish limit values may follow. Use the rule in force at the permit date, not the design start.

  3. Assuming one classification system serves all markets. CoClass, NL/SfB, and NS 3451 are different systems; an IFC file classified in one does not satisfy a requirement written for another.

  4. Treating the EPBD as a BEP rule. The EPBD sets life-cycle GWP calculation and disclosure duties on new buildings; it does not prescribe BEP content.

Frequently asked questions

What do French teams call the BEP?

French practice commonly calls the BEP the “convention BIM”. The RE2020 indicators (Bbio, Cep, DH, Ic construction) come from the regulation, not from a BEP template. Use the template and requirements named in the client’s cahier des charges BIM.

When does the Dutch MPG apply?

Since 1 July 2026 the requirement is stricter for offices, softer for small homes and non-compact offices, and new for schools, shops, care buildings and industrial halls (RVO). Before that, a calculation applied to new homes and offices from 100 m² GFA (from 2013) with a limit value from 1 January 2018. Take thresholds and limits from the Bbl and IPLO for the permit date.

What is klimatdeklaration and when does it apply?

Klimatdeklaration is Sweden’s climate declaration for new buildings, in force since 1 January 2022 (lag 2021:787). Boverket has proposed limit values (report 2023:20); none is confirmed in force, so check Boverket for the current rules.

How should a multi-country EU project handle BEP requirements?

Build a master BEP on ISO 19650-2 and add a national annex for each country covering classification and environmental calculation, using the client’s EIR for each market as the source.

What does EPBD 2024/1275 require?

A life-cycle GWP calculation and its disclosure for new buildings over 1,000 m² from 1 January 2028, and for all new buildings from 1 January 2030. The directive does not set BEP content.
