IBC 2024 Roof Assemblies: Fire Classification, Drainage, Flashing, and Wind
Apply IBC 2024 Table 1505.1 across its nine construction-type columns, distinguish roof-covering classification from Table 601 ratings, and coordinate drainage, flashing, crickets, wind, and product listings.
IBC 2024 Table 1505.1 assigns the minimum roof-covering classification by type of construction. It has nine columns: IA, IB, IIA, IIB, IIIA, IIIB, IV, VA, and VB. Six columns require at least Class B, while three require at least Class C before the table notes and any stricter provisions are applied.
That table does not determine the fire-resistance rating of the roof construction. The deck, framing, and associated secondary members are evaluated separately under Table 601 and the construction-type provisions. Drainage, flashing, wind resistance, roof-covering installation, insulation, photovoltaic systems, skylights, and rooftop structures are additional checks.

The table is an entry point, not a complete roof approval. Use the adopted edition, table notes, referenced standards, local amendments, approved product data, and project-specific structural and envelope design.
How Table 1505.1 is organized
The current roof-covering table deliberately does not mirror the 12 subtype columns in Table 601. Table 1505.1 groups Type IV-A, IV-B, IV-C, and IV-HT under one Type IV column.

The earlier article described “six of eight construction types” and later counted only two Class C categories. Both statements were wrong. The table contains nine columns, with six Class B columns and three Class C columns.
Class A is permitted for every type of construction, but it is not accurate to say that Class A is never required. Table 1505.1 itself points to possible higher requirements under the International Wildland-Urban Interface Code and fire-district provisions. Other IBC provisions can also control. For example, Section 603.1 requires at least a Class A roof covering or assembly on Group I-2 roof construction containing fire-retardant-treated wood in Type I or II construction.
The table notes also matter:
- The 2024 edition removed Group R-3 from the six-foot fire-separation-distance allowance for nonclassified roofing; the scoped allowance remains for qualifying Group U buildings.
- The footnoted cedar/redwood shake or shingle allowance applies only to the identified Class C columns and only when all stated story, projected-roof-area, fire-separation-distance, and installation conditions are met.
- Adopted wildfire, fire-district, and local provisions can be more restrictive than the model-code table.
Do not infer an exception from the abbreviated table row alone. Verify the complete note in the adopted code.

Roof-covering classification is not the Table 601 rating
Class A, B, and C describe performance under the roof-covering fire-test framework in Section 1505. Table 601 assigns fire-resistance ratings in hours to building elements, including roof construction and associated secondary members. They answer different questions.
For example, a Type IA project has a Class B minimum in Table 1505.1, while its roof construction has a separate Table 601 rating before the applicable notes are considered. Specifying a Class A membrane or covering does not by itself provide the required hourly rating, and a rated roof construction does not eliminate the required roof-covering classification.
A coordinated review should check:
- exact construction subtype under Chapter 6;
- Table 601 roof-construction rating and notes;
- Table 1505.1 covering classification and notes;
- any occupancy-, wildfire-, fire-district-, or local requirement;
- the tested/listed assembly and product installation;
- penetrations, rooftop equipment, photovoltaic systems, insulation, and other assembly components.
The building height and area analysis is also separate. Neither a roof-covering class nor one Table 601 roof row determines allowable stories or area.
Fire-test and listing boundary
Section 1505.1 uses ASTM E108 or UL 790 for Class A, B, and C roof assemblies and roof coverings that the section requires to be listed. The classifications represent severe, moderate, and light fire-test exposure, respectively. A compliant specification must identify the actual listed roof assembly or covering and its classification rather than assigning a class to a generic material in isolation.
The previous “firewheel” narrative was removed because it compressed multiple test exposures into an unsupported causal story. The reliable project question is narrower: does the proposed assembly or covering have the classification and identification required for this application, and is it installed within its listing and approved instructions?
Photovoltaic and vegetative or landscaped roof systems introduce additional Section 1505 and Section 1507 relationships. Their products, listings, fire classification, structural loads, drainage, and installation conditions must be coordinated as a system.
When secondary roof drainage is required
Section 1502.2 requires secondary emergency overflow drains or scuppers only when both of these conditions are present:
- roof drains are required; and
- perimeter construction rises above the roof so water could be entrapped if the primary drains permit buildup.
That is more precise than saying every flat roof or every parapet roof always requires secondary drainage. A roof that drains freely over its edge is not analyzed in the same way as a roof whose perimeter can impound water.
Section 1502.1 coordinates roof drainage with Section 1611 and Chapter 11 of the International Plumbing Code. The 2024 IBC removed the former Section 1502.3 scupper sizing text because the complete design provisions reside in the IPC; Section 1502.2 still permits the secondary system to use drains or scuppers and still requires the applicable sizing and installation coordination.
The roof structure must be designed for the applicable rain and ponding loads. Do not assume that adding a scupper after the structural design closes the issue: inlet elevation, hydraulic capacity, overflow route, roof slope, drainage area, and design water depth need coordinated calculations.

Flashing, parapets, and crickets
Section 1503 requires weather protection and approved roof coverings installed under the code and the manufacturer’s approved instructions. Section 1503.2.1 identifies flashing locations including wall-roof intersections, gutters, changes in roof slope or direction, and roof openings. Where that flashing is metal, it must be corrosion resistant and at least 0.019 inch (0.483 mm), No. 26 galvanized sheet.
This is a scoped metal-flashing rule, not a claim that every flashing material or every roof accessory must be sheet metal of that thickness. Material-specific provisions and approved instructions can add detail.
Parapet walls must be coped or covered under Section 1503.3, with the requirements depending in part on whether the parapet is fire-resistance rated. Roof-to-wall coordination therefore belongs in both the roof documents and the relevant wall/fire-resistance details.
Section 1503.5 requires a cricket or saddle on the ridge side of a chimney or penetration more than 30 inches (762 mm) wide, measured perpendicular to the slope. A 30-inch obstruction does not meet the “more than” threshold; a 31-inch obstruction does. The section includes an exception for qualifying unit skylights installed and flashed under the referenced provisions and manufacturer instructions. That exception should not be generalized to every field-built curb or penetration.
Skylight structural, safety-glazing, curb, material, and listing questions belong to the applicable Chapter 24 or Chapter 26 provisions. The former article’s universal four-inch-curb and combustible-frame claims were removed rather than presented as generic Chapter 15 rules.
Wind resistance is assembly- and product-specific
Section 1504 coordinates roof performance with Chapter 16. The design must use the project’s applicable wind criteria, component-and-cladding pressures, roof zones, mean roof height, exposure, building geometry, and other required variables. The roof deck, attachment, covering, perimeter and corner zones, edge metal, ballast or aggregate, and rooftop components cannot be validated from the covering name alone.
Material-specific sections add tests, classifications, attachment rules, and limitations. Asphalt shingles, single-ply systems, metal systems, tiles, aggregate-surfaced roofs, and photovoltaic components do not share one universal verification method.
The former summary that reduced asphalt-shingle compliance to an ASTM D7158 label and converted the aggregate-roof table into a universal “2–56 inch parapet” rule was too broad. The 2024 provisions must be applied using the correct product section and all table variables. Where an aggregate-surfaced roof uses the Section 1504.8 parapet approach, confirm the aggregate size, roof elevation/height, wind exposure and speed, adjacent walls, and required measurement location.
A coordinated roof-assembly review sequence
- Confirm the adopted code, edition, local amendments, and wildfire/fire-district overlays.
- Determine the exact construction subtype and Table 601 roof-construction requirement.
- Select the correct Table 1505.1 column and read every applicable note.
- Verify the proposed listed roof assembly or covering, product classification, and approved instructions.
- Design primary and, where triggered, secondary drainage under Sections 1502 and 1611 and IPC Chapter 11.
- Coordinate flashing, parapet coping, crickets, penetrations, skylights, rooftop equipment, and transitions.
- Verify wind, rain, snow, ponding, seismic, and other applicable structural loads.
