Why FAR exists and what counts as GFA

FAR is a density cap. Municipal governments use FAR to manage infrastructure load: roads, sewers, transit, and schools. FAR limits how much building program a parcel can hold. A 1.0 FAR on a 2,000 m² site produces a different building form than a 5.0 FAR on the same parcel.

How to calculate FAR and maximum GFA

The formula is a two-step relationship:

FAR = GFA ÷ Site Area
Maximum GFA = FAR × Site Area

Lot coverage applies separately: BCR = Footprint ÷ Site Area. Both limits must hold at the same time. A slender building that maximizes FAR can still fail BCR if the footprint is too wide.

Illustrative example: A 2,000 m² site with FAR 3.0 and BCR 0.5 yields a maximum GFA of 6,000 m² and a maximum footprint of 1,000 m². Using all 6,000 m² with a 1,000 m² footprint requires at least 6 stories. A taller, narrower building uses more FAR headroom. A shorter, wider building uses more BCR headroom.

Japan’s front-road width rule is the most operationally significant cross-jurisdiction difference. A commercial district nominally zoned at 400% FAR on a 6-meter road has an effective FAR of 6 × 0.6 = 360%. A residential zone at 400% on the same road drops to 6 × 0.4 = 240%, a 40 percentage point reduction before design begins, governed by BSA Art. 52.

1. Programming without checking FAR and BCR at the same time. A slender tower might satisfy FAR while the footprint blows the lot coverage limit. Sketch building massing against both controls before committing to any program. A mid-schematic redesign from a BCR violation costs more than running both checks upfront.

2. Applying gross parcel area instead of net site area. Public road right-of-way, utility easements, and flood-hazard setbacks reduce net buildable area, sometimes by 10–25%. FAR is applied to net site area within property boundary lines. Verify net area from the zoning confirmation letter or local land register before programming.

3. Ignoring the Japan front-road FAR reduction. Buildings on streets narrower than 12 m face a reduced effective FAR regardless of zone designation. A 400% commercial zone on a 6 m road drops to 360% effective (6 × 0.6). A residential zone at 400% drops to 240% (6 × 0.4). Nominal zone FAR is meaningless for Japanese projects without the road-width check (BSA Art. 52).
