Occupancy and location together determine the required interior finish class, governed by IBC 2024 Table 803.13, which assigns a class for each combination of occupancy group and building location (exit stairways, corridors, and rooms), with separate columns for sprinklered and non-sprinklered buildings. The table is not optional. The authority having jurisdiction enforces it during plan review and inspection. Sprinkler protection allows a one-class reduction in many occupancies — but not all. Group I-3 (detention) and Group H (hazardous) corridors carry no reduction even when sprinklered.

Group I-3 is the most restrictive: exit stairways require Class A even when the building is fully sprinklered. Group R-3 (single-family residential) is the least restrictive: Class C is permitted everywhere. Group I-2 (hospital) rooms require Class B in both sprinklered and non-sprinklered conditions. That is the only room cell in the table that holds at Class B regardless of sprinkler status, a distinction that matters for healthcare interior specifications.
What is the smoke-developed index requirement and why does it matter?
The smoke-developed index is the second half of the ASTM E84 result, set at 0–450 for all three classes under IBC 2024 §803.1.2, regardless of whether the finish is Class A, B, or C. Designers most often miss this. A wall panel with a flame spread index of 20 (well within Class A) but a smoke-developed index of 500 fails Class A. The panel cannot be used in any location requiring Class A. Smoke index failure is not a lesser violation. A product rated Euroclass B (EN 13501-1) is not equivalent to IBC Class B. The two systems test different properties under different conditions.
