What is occupant load under IBC, and why does it matter?

Occupant load is the number of persons for whom a building’s means of egress must be designed. IBC 2024 §1004.5 defines occupant load as floor area divided by an occupant load factor assigned to the function of the space. The factor varies: a standing-room assembly space is 5 sq ft per person; a business office is 150 sq ft per person.

Occupant load is not a fire-capacity limit. Occupant load is the design denominator for egress. The number feeds into four calculations: minimum exit count (§1006.2.1), minimum egress width (§1005.1), common path of egress travel distance (Table 1006.2.1), and sprinkler thresholds for certain occupancies.

IBC Table 1004.5 specifies whether gross or net area applies to each space type. Gross area is total floor area within the exterior walls, including corridors, walls, columns, and toilet rooms. Net area is usable floor space only, excluding those elements.

High-density spaces require net area: assembly seating, classrooms (20 sq ft/person), library reading rooms (50 sq ft/person), and day care (35 sq ft/person). The code uses net for these because including structural and service elements overstates the area and understates occupant count.

Lower-density occupancies use gross area: business (150 sq ft/person), residential (200 sq ft/person), mercantile (60 sq ft/person), and warehouses (500 sq ft/person). For these occupancies, service-space contribution is proportionally small.

The practical impact: a 2,000 sq ft classroom at 20 sq ft/person net requires subtracting walls, service alcoves, and storage before dividing. If gross is 2,000 sq ft and net is 1,720 sq ft, occupant load is 86, not 100. That 14-person gap changes the common-path-of-egress analysis under Table 1006.2.1.

How occupant load determines the number of required exits

IBC §1006.2.1 sets a hard threshold for single-exit spaces: 1 exit is permitted only where occupant load AND common path of egress travel distance both fall within Table 1006.2.1 limits. For Group B, that means 49 occupants or fewer and a 100-foot common path. Exceeding either condition requires at least 2 exits.

Three exits are required from any space where occupant load is 501–1,000, per §1006.2.1.1. Four exits are required where occupant load exceeds 1,000. These thresholds apply per space, not per building.

Per-story exit counts follow Table 1006.3.3, with the same 500/1,000 breakpoints evaluated independently for each story. A two-story building with 400 occupants per floor requires 2 exits per story. Story loads are not added together: IBC §1006.3.1 is explicit on this point.

Fixed seating changes the starting point: occupant load equals the number of installed seats (§1004.6). Benches without dividing arms count at 1 person per 18 linear inches; booths count at 1 person per 24 inches of seat length at the backrest.

How to apply the formula: a worked example

The IBC occupant load formula:

OL = Floor Area ÷ Occupant Load Factor

Round up to the next whole number (§1004.5).

Example: a restaurant dining room, 3,000 sq ft gross. The applicable Table 1004.5 row is assembly unconcentrated (tables and chairs): 15 sq ft per person, net.

Step 1. Determine net area. The room contains 350 sq ft of structural walls and a service station. Net usable area: 2,650 sq ft.

Step 2. Divide: 2,650 ÷ 15 = 176.7. Round up: OL = 177 occupants.

Step 3. Check exits. OL of 177 exceeds the one-exit threshold for Group A, so at least 2 exits are required (§1006.2.1). Verify the common path of egress travel against Table 1006.2.1.

Common mistakes when calculating occupant load

  1. Gross area where net is required. Table 1004.5 labels each row “net” or “gross.” Classrooms, exhibit galleries, and unconcentrated assembly all require net. Using gross area understates occupant count and undersizes exits.

  2. Missing cumulative corridor loads. IBC §1004.2.1 requires that occupants egressing through a space add their load to that space’s exit sizing. Exits designed without accounting for pass-through traffic from adjacent rooms are undersized.

  3. Adding story loads. IBC §1006.3.1 evaluates each story independently. Two floors with 400 occupants each need 2 exits per floor, not 3 exits because the building total is 800.

  4. Wrong space function. A conference room set up chair-only uses “assembly concentrated”: 7 sq ft/person. The same room configured for workstations uses “business”: 150 sq ft/person. The actual use controls, not the room label on the drawings.
