Why do glazing requirements exist?
IBC glazing rules are the building code provisions addressing two separate problems: minimum natural light in occupied rooms and safety glazing in hazardous locations. The first problem is health-based: occupied spaces need natural light levels supported by decades of research linking daylight access to occupant wellbeing. The second is injury-based: glass in doors and adjacent panels shatters differently from ordinary glass, and contact injuries in those locations drove federal consumer product safety regulation under CPSC 16 CFR Part 1201. IBC 2024 places both problems in separate chapters. Chapter 12 sets the 8 percent natural light minimum at §1204.2. Chapter 24 defines which locations require safety glazing and which products satisfy the CPSC standard. The minimum net glazed area is 8 percent of the floor area of the room served, per IBC §1204.2. Net glazed area means the transparent portion of the window unit only; frame members do not count toward the minimum. A 200-sf bedroom requires at least 16 sf of transparent glazing. The window must open directly onto a public way, yard, or court. A window facing an enclosed light shaft that does not qualify as a court under IBC definitions does not satisfy §1204.2. Interior rooms without exterior windows can borrow daylight from an adjacent room under §1204.2, provided at least 50 percent of the common wall is open and the opening area equals or exceeds 1/10 of the interior room’s floor area or 25 sf, whichever is larger. Where natural light is not achievable, artificial light of at least 10 footcandles (107 lux) measured at 30 inches above the floor satisfies §1204.3. Natural ventilation requires a separate calculation: openable area must equal at least 4 percent of the room’s floor area under §1202.4.
When does safety glazing become mandatory?
Safety glazing is required at any location IBC §2406.4 classifies as hazardous, meaning any position where normal building use creates a significant probability of human contact with glass. The code identifies six categories. All glazing in doors is the broadest rule: every panel in a swinging, sliding, or bifold door requires safety glazing under §2406.4.1, with no area or height exception. Sidelites adjacent to doors are covered under §2406.4.2 when two conditions are both present: the nearest vertical edge of the glazing falls within a 24-inch arc of the closed door’s vertical edge, and the bottom exposed edge is below 60 inches above the walking surface. Large low window panes trigger §2406.4.3 only when all four conditions are simultaneously met: area over 9 sf, bottom edge below 18 inches above the finished floor, top edge above 36 inches above the finished floor, and a walking surface within 36 inches horizontally. All four must be present; missing any one of the four conditions removes the safety glazing requirement under §2406.4.3.
What are the sloped glazing and skylight rules?
Sloped glazing refers to any glazing set at more than 15 degrees from vertical, the category covering most skylight assemblies and monitor roofs. IBC §2405.2 requires sloped glazing to be laminated glass, wired glass, heat-strengthened glass, or fully tempered glass. The requirement addresses fragment retention: if a pane above occupied space breaks, the glass must not fall freely onto people below. Unit skylights require a minimum curb of 4 inches (102 mm) above the roof plane when slope is less than 45 degrees, per IBC §2405.4. The curb prevents water intrusion at the upslope edge during rain events. Skylights must carry a label certifying compliance with AAMA/WDMA/CSA 101/I.S.2/A440, per §2405.5. One exception to retention screening applies under §2405.3.3: fully tempered glass glazed between floors at a slope of 30 degrees or less, with the highest point 10 feet or less above the walking surface, does not require a screen. The skylight testing standard and curb requirement are independent; both must be satisfied.
What do glass guardrails and baluster panels require?
Glass guardrail systems are assemblies where the glazing carries live loads from occupants leaning against a guard, requiring construction beyond ordinary safety glazing. Per IBC §2407.1, glass used in handrails, guards, and baluster panels must be laminated glass, either fully tempered or heat-strengthened, meeting Category II of CPSC 16 CFR Part 1201. The minimum nominal thickness is 1/4 inch (6.4 mm). Laminated construction is the defining requirement: when tempered glass breaks, tempered glass disintegrates into small fragments. Laminated glass holds together because the PVB interlayer retains fragments against the plastic film, maintaining a barrier even after fracture. Structural glass baluster panels used without a top rail require a top rail under §2407.1.2, unless the laminated glass assembly has been tested per ASTM E2353 with two equal plies. Every pane of safety glazing, regardless of location, must carry a permanent mark per §2406.3. Acceptable marking methods include acid etching, laser etching, and ceramic fritting applied so the mark cannot be removed without destroying the glass.

A 3-inch reveal between door frame and glass shifts the measured edge inward, and a panel that appears to clear the threshold can still trigger the requirement when the arc is correctly applied. A window with a bottom sill at 20 inches above the floor does not trigger the rule; the bottom edge must be below 18 inches. The skylight curb is the third common miss. IBC §2405.4 requires 4 inches above the roof plane, not above the curb flashing or above the deck.
