IBC 2024 Key Changes: Selected Changes from the 2021 IBC

The 2024 IBC contains additions, modifications, clarifications, relocations, and referenced-standard updates from the 2021 edition. A list of familiar stair, door, room, and acoustic dimensions is not a list of “2024 changes.”

This page summarizes selected nonstructural changes documented in ICC’s official 2024 IBC change material. It is not an exhaustive revision history. For design, first confirm that the jurisdiction has adopted the 2024 edition and then use the current code text and local amendments—not this overview—as the controlling source.

Selected 2024 IBC changes at a glance

The table identifies change topics; it does not reproduce every condition or exception.

Egress from stories and occupiable roofs

ICC identifies two related Chapter 10 changes:

• §1006.3.3 was modified to clarify that occupants on upper stories need access to the minimum required number of exits for the story or occupiable roof, without implying access to every exit in every case; and
• the related single-exit tables added thresholds for occupiable roofs, with different treatment for specified Group R-2 roofs serving individual dwelling units and other occupancies.

Do not convert this into a universal occupant-load threshold. The current §1006 story/roof tables, the single-exit conditions, occupancy, story location, common-path provisions, and local amendments all matter. See the required-exits guide for the current space-versus-story sequence.

Means-of-egress illumination

Section 1008 was reorganized to separate general means-of-egress illumination from emergency or backup illumination. The 2024 edition also added an allowance where illumination is not required inside a self-storage unit when both conditions are met:

• the unit does not exceed 400 square feet; and
• it is accessed directly from the building exterior.

That is a narrow exception for the unit interior, not a statement that self-storage egress paths generally need no illumination.

Accessible means of egress

Section 1009.2.1 clarifies accessible-means-of-egress elevator scoping for an accessible occupiable roof. ICC’s change material describes the general rule as requiring a complying elevator where that roof is above a story three or more stories above the level of exit discharge, subject to the current section and its exceptions.

Section 1009.2.2 clarifies door maneuvering clearances along accessible means of egress:

• where a door is on an accessible route providing access to an exit, area of refuge, or exterior area for assisted rescue, clearance is provided in the direction of egress;
• where a door leads to an area of refuge or exterior area for assisted rescue and reentry is possible, clearance is provided on both sides; and
• the section contains a stated condition where maneuvering clearance is not required at certain exit-stairway doors.

This is not a generic “four-story elevator trigger.” Accessible routes, accessible means of egress, Chapter 30 elevators, fire service access elevators, and occupant evacuation elevators are separate analyses.

Door locks, latches, and stairway doors

The 2024 edition reorganized §§1010.2.4 and 1010.2.5 and added definitions for automatic flush bolt, constant latching bolt, dead bolt, and manual bolt. ICC also identifies changes to the main-door exception and the dwelling/sleeping-unit allowance for night latches, dead bolts, or security chains.

Section 1010.2.6 also clarifies and expands the condition allowing certain stairway exit doors to be locked from the side opposite the egress side, including the required unlocking events. These changes are configuration-specific; use the current door-locking subsection rather than a summary such as “all hardware must be between two heights.”

Exit signs and handrails

Section 1013.2 adds an exception from low-level exit signs in areas serving Group R-1 guestrooms where the building is sprinklered throughout with the qualifying NFPA 13 or NFPA 13R system. Low-level signs remain required where the exception is not satisfied.

Section 1014.3 adds a lateral-location requirement: handrails must be not more than 6 inches horizontally from the edge of the walking surface of stairways, ramps, stepped aisles, and ramped aisles. Sections 1014.7 and 1014.8 clarify how extension length and clearance are measured, including references to the landing/tread nosing rather than an imprecise riser datum.

These are 2024 changes. The familiar handrail height range is a current baseline requirement, but it should not be presented as if the value itself first appeared in the 2024 edition.

Unvented attics and enclosed rafter assemblies

The 2024 revision to §1202.3 and Table 1202.3 changes the minimum air-impermeable insulation used for condensation control in mixed air-impermeable/air-permeable assemblies from absolute R-values to percentages of the assembly’s required insulation value.

ICC also identifies a correction to the vapor-diffusion-port option in Climate Zones 1, 2, and 3: the port-area ratio was changed from the 2021 edition’s 1/600 value to 1/150. Apply the complete current §1202.3 assembly conditions; this change is not a general attic-ventilation ratio.

Safety glazing

Section 2406.1 clarifies that every pane in a multipane glazed assembly must be safety glazing where the assembly is in a hazardous location under §2406.4, including center panes.

Section 2406.4.3 clarifies that the safety-glazing analysis addresses a fall through the window in any direction. Its revised Exception 3 addresses specified outboard panes in insulating or multiple glazing where the bottom exposed edge is at least 8 feet above adjacent exterior grade or a walking surface.

Plumbing-fixture calculations

Section 2902.1.2 adds a method for many assembly uses that combine single-user or family/assisted-use toilet rooms with multiple-user facilities. Fixtures in the single-user or family/assisted-use rooms are allocated proportionately against the Table 2902.1 male/female ratios.

The method does not create one universal fixture count. The occupancy/use row, occupant load, sex-distribution rule, fixture ratios, rounding, substitutions, and adopted plumbing/building code still need to be evaluated.

Temporary structures

Section 3103 was substantially expanded in 2024. ICC’s change material highlights new definitions, reduced environmental load provisions where demonstrated by a registered design professional, installation and maintenance inspections, and controlled-occupancy procedures for specified public-occupancy temporary structures.

Do not assume “temporary” means exempt from structural or life-safety review. Determine the intended duration, public use, environmental loads, inspection program, maintenance, and controlled-occupancy requirements under the current section.

What the previous version got wrong

The earlier page was a broad dimensional table, not an edition comparison. It also mixed current and old section locations and scopes. Examples included:

• citing stair headroom as §1011.4 instead of current §1011.3;
• citing handrail height as §1014.3, which is now the lateral-location provision, instead of current §1014.2;
• citing guard height as §1015.4 instead of current §1015.3;
• citing Chapter 12 room provisions using the old §1208 sequence rather than current §1207; and
• presenting dwelling-unit room and acoustic provisions as general commercial-building requirements.

Frequently asked questions

Is this a complete list of 2024 IBC changes?

No. It is a selected nonstructural overview. ICC’s full revision history and current 2024 IBC are the appropriate sources for comprehensive comparison.

Did all familiar IBC dimensions change in 2024?

No. A value appearing in the 2024 code does not mean it changed from 2021. Edition-change content must identify the prior rule and the actual addition, deletion, modification, or clarification.

Does a jurisdiction use the 2024 IBC as soon as ICC publishes it?

Not automatically. The adopted edition, effective date, amendments, and administrative provisions of the jurisdiction control.

Can this page be used as a permit checklist?

No. It identifies selected changes and follow-up topics. Permit review requires the complete adopted code and project- specific analysis.
