What determines building height under IBC 2024?

Why do IBC limits and local zoning apply at the same time?
The dual-compliance requirement is the rule that both IBC Chapter 5 height limits and local zoning height limits bind every project simultaneously, with the more restrictive governing, per IBC 2024 §503.1. A building may clear the IBC height ceiling for the chosen construction type and still fail a local zoning height overlay that caps structures at a lower number. Building height, number of stories, and building area are each applied independently: clearing the height limit does not satisfy the allowable story count or area limits for the same occupancy. Per §503.1.2, two or more buildings on the same lot may be regulated as separate buildings or as portions of one building, provided aggregate height and area remain within allowable limits for that construction type and occupancy group.
