A water closet placed 20 inches from the side wall fails ADA. The allowable range is 16 to 18 inches — a 2-inch window per §604.2. Get it wrong and the restroom comes back from plan review, or worse, from an accessibility audit after construction.
ADA §603 through §606 and §609 set out the full set of requirements for accessible toilet rooms: turning space, water closet positioning and clearance, grab bars, lavatories, mirrors, and controls. This article covers each with the exact dimension and the section that requires it.
What are the key ADA restroom dimensions at a glance?
Accessible restroom requirements are the set of minimum dimensions, clearances, and fixture positions that allow wheelchair users and others with disabilities to use toilet facilities without assistance — required by the 2010 ADA Standards for Accessible Design wherever a restroom is on an accessible route.

What turning space does the ADA require in a restroom?
Turning space is the clear floor area that allows a wheelchair user to rotate 180 or 360 degrees — required by §603.2.1 within every accessible toilet room, sized to comply with §304. Two shapes satisfy the requirement.
The circular option is simpler to draw and verify: a 60-inch (1525 mm) diameter clear floor area with no obstructions. The T-shaped option fits tighter rooms — a T within a 60-inch square, with each arm and the base at least 36 inches (915 mm) wide, each arm clear 12 inches (305 mm) minimum in each direction from the intersection, and the base clear 24 inches (610 mm) minimum.
Both options allow the required clear floor spaces and fixture clearances to overlap the turning space — §603.2.2 makes this explicit. Doors may swing into the turning space, but not into the clear floor space at any fixture — §603.2.3. That distinction matters: a door that sweeps across the turning area on its arc is permitted; one that lands on the toilet clearance zone is not.

Water closet location is governed by two overlapping rules: the centerline distance from the side wall and the clearance envelope measured from rear and side walls — both per §604.
The centerline sits between 16 inches (405 mm) and 18 inches (455 mm) from the side wall, per §604.2. That 2-inch band is not a guideline. A fixture at 19 inches or 15 inches fails — no variance applies in standard accessible restrooms. In ambulatory accessible compartments (§604.8.2), the band shifts slightly: 17 inches (430 mm) minimum to 19 inches (485 mm) maximum.
The clearance envelope is larger: 60 inches (1525 mm) perpendicular from the side wall and 56 inches (1420 mm) perpendicular from the rear wall, per §604.3.1. No fixtures or obstructions may fall within this zone — with one exception. Grab bars, accessories, and clear floor spaces may overlap it. A second lavatory may not. In residential units where clearance extends to 66 inches (1675 mm) from the rear wall, one lavatory is permitted on the rear wall if its centerline is at least 18 inches (455 mm) from the water closet centerline — §604.3.2 Exception.
What seat height does the ADA require?
Water closet seat height is the measurement from finish floor to the top of the seat — set at 17 inches (430 mm) minimum to 19 inches (485 mm) maximum by §604.4. Standard residential toilets often sit at 15 or 16 inches. That is below the minimum for accessible restrooms in public and commercial facilities.
Seats shall not be spring-loaded to return to a lifted position — §604.4. A flip-up seat that resets itself between uses does not comply. The height range applies to the seat as installed, not the bowl rim.
Residential dwelling units have a separate exception: 15 inches (380 mm) minimum to 19 inches (485 mm) maximum — §604.4 Exception 2. This range does not apply to public restrooms. Using the residential exception in a commercial project is one of the more frequent specification errors reviewers catch.
How are grab bars sized and positioned?
Grab bars at the water closet are the elements that make independent transfer possible — required on the side wall closest to the water closet and on the rear wall by §604.5, at a height of 33 to 36 inches (840 to 915 mm) above finish floor measured to the top of the gripping surface, per §609.4.
Side wall bar — §604.5.1:
- Length: 42 inches (1065 mm) minimum
- Starts no more than 12 inches (305 mm) from the rear wall
- Extends at least 54 inches (1370 mm) from the rear wall
Rear wall bar — §604.5.2:
- Length: 36 inches (915 mm) minimum
- Extends at least 12 inches (305 mm) to one side of the water closet centerline
- Extends at least 24 inches (610 mm) to the other side

The rear bar may be 24 inches (610 mm) long and centered on the water closet where wall space is limited by a recessed fixture — §604.5.2 Exception 1. Where a flush valve conflicts, the bar may be split or shifted toward the open side — §604.5.2 Exception 2. Both exceptions require showing the conflict, not just applying the shorter bar.
Grab bars must withstand 250 pounds (1112 N) of vertical or horizontal force at any point — §609.8. That structural requirement belongs in the specification, not just on the drawing.
What are the grab bar cross-section and wall-spacing rules?
Grab bar cross-section is the dimension of the gripping surface itself — regulated by §609.2 to ensure a secure grip without requiring excessive hand strength.
Circular cross-sections must have an outside diameter of 1¼ inches (32 mm) minimum to 2 inches (51 mm) maximum — §609.2.1. Non-circular cross-sections must have a maximum dimension of 2 inches (51 mm) and a perimeter of 4 inches (100 mm) minimum to 4.8 inches (120 mm) maximum — §609.2.2.
The space between the grab bar and the wall is fixed at 1½ inches (38 mm) — §609.3. The same 1½-inch clearance applies between the bar and projecting objects below and at the ends. Above the bar, 12 inches (305 mm) of clear space is required. That 12-inch overhead clearance is the one most often missed when towel bars or dispensers are added post-design.
What are the toilet paper dispenser and flush control rules?
Toilet paper dispenser location is measured from the front face of the water closet to the centerline of the dispenser: 7 inches (180 mm) minimum to 9 inches (230 mm) maximum, per §604.7. The outlet height is 15 to 48 inches (380 to 1220 mm) above finish floor.
Two prohibitions apply regardless of dimensions. The dispenser shall not sit behind a grab bar — §604.7. The dispenser shall not control delivery or prevent continuous paper flow — §604.7. A spring-mechanism dispenser that releases one sheet at a time fails the second rule, even if it is correctly positioned.
Flush controls must be on the open side of the water closet — §604.6. Hand-operated controls must comply with §309: operable with one hand, no tight grasping, no pinching, no wrist twisting. Automatic sensors satisfy §604.6 without regard to placement on open or closed side.
What do lavatories require under ADA?
Lavatory requirements are the forward-approach clearances, rim height limits, and pipe protection rules that allow wheelchair users to reach faucets and wash hands — governed by §606, which references §305 for clear floor space and §306 for knee and toe clearance.
The clear floor space is 30 by 48 inches (760 by 1220 mm) minimum, positioned for forward approach — §305 and §606.2. Knee clearance under the lavatory must be at least 11 inches (280 mm) deep at 9 inches (230 mm) above the floor, tapering to 8 inches (205 mm) deep at 27 inches (685 mm) above the floor — §306.3.3. Width is 30 inches (760 mm) minimum — §306.3.5.
The front of the rim or counter surface is 34 inches (865 mm) maximum above finish floor — §606.3. Faucets must comply with §309: one-hand operation, no grasping or twisting. Hand-operated metering faucets must stay open 10 seconds minimum — §606.4. Water supply and drain pipes must be insulated or otherwise configured to prevent contact — §606.5. No sharp or abrasive surfaces under the lavatory.
Where do mirrors go?
Mirror height is the placement rule that controls usability for both wheelchair users and standing users — set by §603.3 based on whether the mirror is above a lavatory or not.
Above a lavatory or countertop: the bottom edge of the reflecting surface is 40 inches (1015 mm) maximum above finish floor. Not above a lavatory: the bottom edge is 35 inches (890 mm) maximum. For usability by both ambulatory persons and wheelchair users, §603.3 Advisory recommends the top edge be at least 74 inches (1880 mm) from the floor. That advisory is not mandatory, but reviewers sometimes note its absence.
Full-height mirrors that run floor to ceiling satisfy both thresholds and eliminate the mirror-height question from coordination. Where a single over-sink mirror is specified, confirm the bottom edge before the mirror is ordered — it is a difficult correction once installed.
What exceptions apply to ADA restroom requirements?
Exceptions to ADA restroom requirements are the conditions under which specific dimensional rules do not apply — set out in §603 through §606 for defined building types and occupancy patterns.
Single-occupant toilet rooms accessed only through a private office and not used for public or common use are exempt from water closet height (§604.4 Exception 1), grab bars (§604.5 Exception 1), and knee clearance under the lavatory (§606.2 Exception 2). The exemption does not apply if the room is used by more than one person or is on a path that employees or visitors traverse.
Residential dwelling units may omit grab bars if walls are reinforced for future installation complying with §604.5 — §604.5 Exception 2. The reinforcement must meet the structural standard (250 lb force at any point), be continuous between the centerlines of blocking, and be documented in the drawings.
Alterations to primary function areas trigger a separate obligation. At least one accessible restroom for each sex — or one unisex restroom — must be on the path of travel to the altered area, per 28 CFR 35.151(b)(4). This applies to renovations where a primary function area changes, not just new construction.
What gets the drawings rejected? The part most teams miss
Plan-review rejections on ADA restrooms follow a consistent pattern. These are the failures reviewers flag most often, with the code basis for each.
Water closet centerline out of range. The 16-to-18-inch window is narrow. A dimension of 15 or 19 inches fails §604.2. In ambulatory compartments, the range shifts to 17 to 19 inches — applying the standard range here also fails.
60-inch clearance measured wrong. The 60-inch side clearance (§604.3.1) runs from the side wall, not from the grab bar face. A bar that projects 1½ inches from the wall must still leave 60 inches clear to the far side of the clearance envelope.
Side grab bar too short or mispositioned. A 36-inch bar is not enough. §604.5.1 requires 42 inches minimum. Starting the bar more than 12 inches from the rear wall is a separate failure — both conditions must be met simultaneously.
Lavatory pipes unprotected. Insulation or configured pipe protection under the lavatory is required by §606.5. Exposed chrome supply lines with no protection fail the standard even if the rim height is correct.
Toilet paper dispenser behind the grab bar. §604.7 prohibits this regardless of height. A dispenser mounted at 9 inches forward of the front of the water closet but overlapping the bar side also fails.
