IBC Exit Requirements: How Many Exits IBC 2024 Requires, Space vs. Story

Determine required exits under IBC 2024 by separating egress from an individual space under Section 1006.2 from exits or access to exits from a story or occupied roof under Section 1006.3.

IBC 2024 does not use one universal occupant-load table for every exit-count question. First identify the analysis scope:

  • Egress from an individual room or space is evaluated under Section 1006.2. Occupancy, occupant load, and common path of egress travel all matter.
  • Exits or access to exits from a story or occupied roof are evaluated separately under Section 1006.3, including the specific single-exit allowances in Section 1006.3.4.

Both checks can apply to the same floor plan. A story can provide the required number of story exits while one room on that story still needs a second exit access door.

Step 1: calculate occupant load

Calculate occupant load by the function of each space under Section 1004 and Table 1004.5. Do not assign one factor to the entire floor solely from its occupancy classification. Mixed-function areas are calculated independently, fixed seating follows Section 1004.6, and occupants entering from adjoining areas can create cumulative loads.

Step 2: determine exits from an individual space

Section 1006.2.1 requires two exits or exit access doorways from a space where either:

  • the design occupant load exceeds the maximum in Table 1006.2.1; or
  • the common path of egress travel exceeds the applicable table limit.

Both conditions must be checked. Staying below the occupant-load limit does not preserve a single exit if the common path is too long.

This is a selected working summary, not the complete table. The official table includes additional occupancies, conditions, and footnotes. For example, I-2 also requires review of Section 407.4, and residential rows have specific conditions.

Three or four exits from a space

Section 1006.2.1.1 requires:

  • three exits or exit access doorways from a space with an occupant load of 501 to 1,000; and
  • four exits or exit access doorways from a space with an occupant load greater than 1,000.

For occupant loads below those ranges, Table 1006.2.1 still controls whether one or at least two exits are needed. It is therefore inaccurate to publish a generic rule saying every space with 50 to 500 occupants always follows one universal row without checking occupancy and common path.

What common path of egress travel means

The common path is the portion of exit access that occupants must travel before two separate and distinct paths to two exits or exit access doorways become available. It is not measured simply to the nearest exit.

Common path is also different from total exit access travel distance. A layout can satisfy one limit and fail the other, so the measurements should be shown separately on the life-safety plan.

Step 3: determine exits or access to exits from a story

Section 1006.3 evaluates each story or occupied roof individually. Table 1006.3.3 establishes the general minimum number based on occupant load:

The first row does not mean every story with one occupant must always have two exits. Section 1006.3.4 permits a single exit from specific stories and occupancies only where all applicable conditions are met.

Single-exit story allowances are conditional

Table 1006.3.4(2) includes selected allowances such as:

  • first stories above or below grade and qualifying occupied roofs in Groups A, B, E, F, M, and U, with a maximum occupant load of 49 and a maximum exit access travel distance of 75 feet;
  • first stories above or below grade and qualifying occupied roofs in Group S, with a maximum occupant load of 29 and a maximum distance of 75 feet; and
  • second stories in Groups B, F, M, and S, with a maximum occupant load of 29 and a maximum distance of 75 feet.

The table footnotes modify some conditions, including qualifying sprinklered Group B, F, and S situations. Other rows govern hazardous, institutional, and residential occupancies. “Not permitted” entries apply at third and higher stories in the summarized nonresidential table.

Table 1006.3.4(1) separately addresses certain Group R-2 dwelling-unit conditions. Its allowances depend on the story or roof location, number of dwelling units, travel distance, sprinkler protection, emergency escape and rescue openings, and the table footnotes. The familiar “four dwelling units and 125 feet” values are not a complete permission by themselves.

Always review the complete applicable table, notes, and exceptions rather than treating a short occupant-load threshold as the final answer.

Step 4: arrange the exits with the required separation

Exit count and exit separation are separate checks. Under Section 1007.1.1, where two exits or exit access doorways are required, their separation is generally at least one-half of the maximum overall diagonal dimension of the building or area served, measured in a straight line between the doors or exits.

In a building equipped throughout with a qualifying Section 903.3.1.1 or 903.3.1.2 automatic sprinkler system, the exception can reduce that separation to one-third of the maximum diagonal.

One-third is therefore not the general baseline. The arrangement must also satisfy the remoteness and path conditions in the applicable provisions; placing two doors close together does not create independent egress merely because two door leaves exist.

Step 5: size the egress system separately

After determining the required number and arrangement of exits, calculate capacity under Section 1005. The base capacity factors are 0.3 inch per occupant for stairways and 0.2 inch per occupant for other components. Conditional reduced factors require the specified sprinkler protection and emergency voice/alarm communication system and are unavailable for Groups H and I-2.

Capacity is not determined from the building’s story count, and the calculated width is not a substitute for a stair, door, ramp, or corridor’s separate minimum dimensions. Continue with the egress-capacity guide, corridor guide, door guide, and stair guide as applicable.

Worked example: a business room on an office story

Assume a Group B conference room has an occupant load of 45 and an unsprinklered common path of 90 feet.

For the room or space:

  • the occupant load is within the Table 1006.2.1 maximum of 49; but
  • because the occupant load exceeds 30, the unsprinklered Group B common-path limit is 75 feet.

The 90-foot common path therefore requires at least two exits or exit access doorways from the space even though the occupant load is below 50.

Now assume the story as a whole contains 300 occupants. Table 1006.3.3 generally requires two exits or access to exits from the story. The room-level failure and the story-level requirement are related but independent conclusions.

Common mistakes

Applying the story table to every room

Table 1006.3.3 evaluates stories and occupied roofs. Use Table 1006.2.1 and Section 1006.2.1.1 for individual spaces.

Treating 50 occupants as the only trigger

Table 1006.2.1 contains occupancy-specific occupant-load limits, common-path distances, and conditions. Either column can control.

Treating sprinkler protection as permission for one exit

Sprinklers can change selected common-path distances or qualify particular exceptions, but they do not erase the occupant-load, story-location, occupancy, travel-distance, or other conditions.

Using one-third of the diagonal in every building

The general separation is one-half of the maximum diagonal. One-third is a conditional sprinkler exception.

Combining exit count and width into one generic calculator

Section 1006 determines the required number of exits; Section 1005 determines capacity; component chapters establish dimensional minimums. Keep the checks distinct and then reconcile the results.

Frequently asked questions

Can a Group B room with 49 occupants have one exit?

Potentially, but occupant load is only one condition. The common path must also stay within the applicable Table 1006.2.1 limit, and all other applicable provisions must be met.

Does a 50-person room always require two exits?

Do not treat 50 as a universal rule across every occupancy and condition. For common A, B, E, F, and M examples, exceeding the table’s maximum of 49 requires two exits from the space, but other rows have different maximums. Story analysis is separate.

How many exits does a story with 600 occupants need?

Table 1006.3.3 requires three exits or access to exits from a story or occupied roof with an occupant load of 501 to 1,000, subject to all other applicable provisions.

Can one exit serve a third-story office?

The summarized Table 1006.3.4(2) row does not permit a single exit from third and higher stories for Group B. Other specific provisions and the adopted code still need project review.
